How rating or band will be calculated and is there relation with goals and attributes?

Based on my observation as a fresher last year, It depends a lot on the manager. They can rate you on a curve or just split the bands in a ratio. What's for sure is that they can't give everyone the same rating. So, expect at least 1 A and 2 Cs in a team,
