Ones who want to leave are the ones who haven't stayed out of india. The biggest adv is the merit based education. And low population density in certain areas makes quality of life appealing. But there are 100s of problems that people don't talk about. Racism, cost of living expenses if you are placed at a big city, taxation, lack of social life , envy among NRIs, social status attitude amoung NRIs is as bad a racism that no body talks about. And it's fucking lonely.
Anybody here who imagines that you go to west you can settle down owning a big ranch or life in the country side in Arkansas, you are delusional.
Life in India might be shitty only if you are a salaried employee. Move out of big cities in India, life is equally better.

There is a reason there are serpentine lines of people desperately applying for Canada/US/Europe/United Arab Emirates. unfortunately the situation is so bad here in India that none of reason mentioned by you are impactful enough to stop/reverse it.

Exactly. Even if it's lonely at least they can save up for international travel and even visit India every once in a while. Staying in India will get them nowhere. Not even tier 2 cities can help with that, though I agree quality of life in tier 2-3 is better than tier 1.
