How manager will get the promotion eligible candidates names list

How manager will get the promotion eligible candidates names list. Mine is completed 4 years in tcs, my manager saying that your name is not there in the speed. Can anyone know the actual process. When my name will be shown in the speed.

He is fooling you Everyone's name will be their in the list Its just he don't want to give you promotion

Thanks for your reply. Actually he shown me the list in speed. My name is not listed there. Do he need to do anything or do I need to wait until HR sends a new list(is there anything like this).
