How late your monthly salary is is fine and can be adjusted.

Hey All,   I got a question about how late salaries can be adjusted.   One of my friends is having this issue; his salary is much later than it was supposed to be. It's not like the company doesn't want to give it out, but the company hasn't been able to pay.   What's your recommendation for that situation?
