How hard is it for a student from a tier-3 college to land a great job?

I want to learn about systems and create them at scale. I'm from a tier-3 college and want to land a decent role in a big-tech company or a startup. However looking at the recent hiring patterns and choices of HRs, I'm baffled about whether I can achieve this just after college.
