How do I overcome my current plight?

Been stuck in the same grade for 5 years now within the same company. I just changed teams. But now when I am trying outside the company, I am unable to even get my CV shortlisted. Folks who weren't at all good in their work and who migrated earlier, all went via reference and today they aren't allowing my CV to get shortlisted. It's pathetic to see that such morons are there in the selection panel who just got their own jobs by bootlicking, buttering, palm greasing, etc. how do I overcome this situation of mine wherein I am in dearth need to increase my salary especially when the hike was pathetic this time for me. This whole scenario belongs to a CRO (clinical research) environment!
