How can we complain about the food in the cafeteria.

If we order egg fried rice, they are supposed to add 2 eggs. The new incharge who ever is there, if we question them like y are they adding only 1, they are very rude giving a reply if you want to eat or you can leave.

Is there any way I can complain about this ? If so to whom and how.
