How can I make my laptop asset get repaired under project swon?

My laptop has a hinge issue and I am unable to close it. I have been keeping my asset in Office Locker. And this issue is not covering under warranty because it is coming under user wear and tear category. Repairing cost is more than 20 thousand rupees. Either I have to pay or the project has to pay. I have been asking my manager to solve this issue like a sheep and they keep saying there is a contract issue and the budget is not there. Now I am getting frustrated. What can I do for my laptop to get repaired?
