How can I find HR job opportunities in Chennai?

I have been exploring career opportunities in the HR field in Chennai for the past 4 months. To be honest it's been quite a disappointing run as most of the opportunities posted don't even get a call back and then i realized that most of the HR positions are filled internally or through referrals leaves us no opportunities. Also the salary offered is too low here in Chennai and i believe this is also a metro city and should be compensated accordingly. Any advice on what else I can do?, where else can I explore?
