How can I apply overseas without an International Degree (Data Science Jobs)

If someone has a decent profile in Analytics and Data Science, and wants to move overseas but doesn't have any work permit at the moment, what's the right way to go about it. I'm open to any location US/EU/AMEA etc. Like obviously LinkedIn/Naukri is going to be waste here but then what's the correct platform to approach for these jobs.
