Trending @Infosys; How can 15 years experienced person in mainframe switch in technical role?

Just interested in knowing the same answer, because I know someone who is almost having similar years of experience in mainframe development but currently in onsite support role. Just wanted to know, 15 years in technical role only? Or some timeframe went in functional and management roles?
