Trending @Wipro; Honestly , does IJP (internal job portal) even works ?

So I have spent 3 years here since the start of my career and mistakenly I spent that time working on testing project. Very soon I realised that I am wasting my time and since then learning front end , react JS and built portfolio and projects on that. Been applying to different accounts/locations related to react but Managers are just rejecting me without giving an opportunity to discuss or even meet.
