Hi.. need help of offer letter release from Infosys.

I had a salary discussion with Infosys for 11.5 lpa but as i had counter offer i asked them to revise the offer but its been more than 3 weeks I haven’t received any update, i did ask HR he said it is under approval. Do they match the counter offer need advice.
