Send one email to your skip level person and cc your manager. Loop HR too, within a 2 weeks things will workout. I know it's tough way to deal with, the other way is to literally beg or keep on reminding things to your manager and he will pretend as if nothing happened
My people lead told me , one has to serve atleast 18 month in a project to ask release. Is that a rule or just unwritten rule which managers used to make people believe so ?
There is no such policy and you can always refer the contract if you have. At times it may be like this, the amount of time and cost invested in training you had to be returned so it's 1 year min post your training completed and hit the production.
Look for roll off from the current project if you are tagged any then apply other jobs from ijp Portal,trust me roll off is very critical so try to convince your current manager.
