Helpful inputs regarding transfer

I have self initiated transfer to my home city due to certain health reason, i have also requested my project leads to accept my transfer requests many times, but they are not accepting my proposal, by the way i have been working in same location for 14 months.

So my question is can I escalate the issue with higher management, if so whom all should include in my mail communication ?
