Try Msi Ryzen 5 laptops, they are in budget. Don't buy intel, lot of issues from 13th gen

Both are good at this price point, if 3k extra for intel not budget constraint go for it else go for AmD and use 3k for any supporting accessories any of it like bag, mouse,headphones or wheel chair, speaker etc..
