HE asking offer letter - justified or not?

An employee resigned and HR is trying to reatain the associate. Now they are asking offer letter, associate shared the compensation breakdown with name , date of issue etc information on the page but did not share full letter as person is not willing to disclose sensitive information and company name which gave offer. Still HR is asking for full offer letter, is it justified and makes sense?
