Can anyone help me understand what all have you taken into consideration while buying a plot - non tier 1 city, to build a house someday.

Need suggestions, I am planning to build my home 2- 3 floors. Need suggestions/advice if you have build yours home In tier 2-3 cities with proper planning/architect/civil. Like how much they charge for 9*60 for planning , architect,civil eng. Interior if you have done. I have literally no idea just watching YouTube. But I would like to have your advice, suggestions,if you have build your home, please feel free to provide descriptive answers, I would love to go through your experience & suggestions.
