Has someone applied for Special Marriage (Intended Marriage Notice) on Kaveri portal?

I try to register but never get on an OTP on my email address. So I skip the registration step and try to login via Mobile no OTP. On proceeding , with Special Marriage Offline, I don’t get an application number it shows application no as null and I can’t proceed after uploading the photos.. this is so frustrating. Any help would be appreciated
