I feel it will be bad for the Indian market as well, since there will be more job seekers now in India(H1B visa holders as well as other people looking at India as an option).
This may create a surplus employee situation and hence, companies will either hire at low salaries or the competition will increase.

Many people are saying Indians will come back, but that's not true. Because these charges are only for New applications that will also be applicable from the new lottery.
Coming to the renewal part, This renewal fee is not applicable to Existing holders
