H1B visa impact

I have H1B visa stamped this year. How does this new rule impact the existing visa holders who are yet to go to US. Is 100K fees per year for them as well?

Yes whoever have valid stamped visa for future if they entry USA after 21st they will also have to pay 100000 dollar per year

Yes it will.. any entry after the 21st will require the fee.. that's why companies have asked all employees to cancel the vacations.
