H1B impact only for offshore and not for onshore employees

This H1b fee is only one time fee at the time of issuance. Not applicable for renewal and extension. This is great for already at onsite folks as company will try to make them stay at onsite rather than sending new folks. Bad for offshore as reduced US oppurtunities, more variable cut, layoffs to adjust the fee hike. Also, all the manager level folks travel on L1 so they are not impacted.
