Guidance for filing FIR against Vet Doctor for neglice of care

I need to know if there is a protocol for filing a police case against a veterinary doctor for negligence of care. My pet dog passed away yesterday afternoon after being denied the required care by a vet hospital in Kolkata. Can someone guide me for this?

You can file a compliant and take help of animal rights organisations but at the end of the day, I don't think it will amount to a criminal offence and the police will ask you to take it up as a civil matter in court

Medical negligence usually goes to consumer court but it's EXTREMELY difficult to prove

What recourse are you looking for, exactly?

Okay, so honestly, I'm not sure which medical board gives vets their licence, but if he was a normal doctor, then sending a complaint to the India Medical Council would do the trick if its drafted well enough

People for animal is an animal advocacy group. They have local chapters in most cities. Google or find them on instagram and try messaging them

why would a vet deny care? Am surprised by this allegation. Usually they do unnecessary treatment to milk money.

It was a govt veterinary hospital. It doesn't matter to them, they have a fixed salary regardless of whether any patients they get or not.
