Got C band but rating was 4.4

Hi All, could anyone guide on my concern. I Got C Band recently but the rating was 4.4. Have disagreed on speed but still I cannot see any progress even no response from supervisor yet. Pls let me know how should I proceed ahead.

You should proceed by dropping a mail to HR and be temporarily underperforming.
