Got an offer from oci ic2 role but offer letter still in approval since 2 weeks

I got the offer around dec end and its been around two weeks and the hr says its still in approval into the system, the BGV started stating that it is automatically triggered when the offer is sent into the system. I read somewhere on reddit that they delay the offer sometimes . Is this a red flag or the process generally takes this much time?
