Got an offer but the office location is Chennai

Hi everyone, so I recently got an offer with a hike slightly more than 30%. I have around 2 years of experience (Current TC around 10) There are 2 things, they are accepting my 90 days notice period, but also saying that, I would not be eligible for the current appraisal cycle. Also the office location is Chennai. I desperately want to switch as this 90 days notice is a blocker in getting calls. At the same time the location of the office is putting me into a dilemma.

What should I do next ? Should I ask HR to either revise the CTC coz of the appraisal cycle thing, or at least provide me some other location ?
