Trending @Cognizant; Got an internal career opportunity but not releasing my existing project.

I am working in cognizant from April 2021 to till now in (BPO) Same project and I got promoted Jan 2024, Now I got an internal opportunity from my friend to switch Non IT to IT, I asked for release from the existing project but my manager is telling had a discussion with HR, you are not eligible for project movement. There is a policy in Cognizant, You already got a promotion so you have to survive 24 months in same project, is it Cognizant policy like that? Kindly help me to understand really my dream and career goal to work in the IT sector. Is there any way to get release from the existing project immediately?
