Trending @Infosys; Got a new offer and want to shift

Hello, I recently received a retention offer from Infosys with a lower percentage increase than promised (22% instead of 30%). This was discussed in July, and the hike was implemented in September with arrears. Now that I have received a good external offer, can I resign? Are there any restrictions from Infosys regarding putting in my papers again after accepting a retention offer, especially after only 4-5 months? What is the best way to convince to them for release me.
