But where are they getting the TPUs from? They don't have Fabs right? It's probably just TSMC. What's stopping others to just developing in-house design and doing the same? What's stopping nvidia to do the same and just sell the GPUs to other players?

Hardware utilising APIs is what I am guessing. Like similarly, why isn't AMD big in AI space? Because thet don't have CUDQ. Google mitigates it through Tensorflow's popularity
