Recently I joined Infosys my manager asked me to set goals and he mentioned it is the same for all JL-4 Can someone guide me what I should mention there?

Check with any other JL4 person in your team or ask your manager. He will tell what to mention.

Have a discussion with your manager clearly asking what are the goals that are expected.
Because if you are not clear they will give you a ME or below rating and then you cant do anything about it .
Also ask very clearly what are the extra goals that i can achieve for my next role progression.
