Goa vs Ladhak
I will be honest, I am biased. Had very bad experience in Goa.
Ladhak wins hands down
- People are 100x better nicer and care than goa
- Mesmerizing scenaries man! And it's available for 200-300 kms together
- Activities and sports are more adventurous
- Food tastes better
- Market is cheaper, you will get good clothes and goodies for cheap in Leh market
- Amazing culture too Cons: Some might have breathing trouble because of altitude( I didn't face it) Far and not accessible by train
Goa
- People are trash. They fleece you at every turn
- Very crowded and dirty
- Too much alcohol and depravity.
- Boys come for sex and girls come for that cheap validation they will get from boys on their inflated sexual value. It's too cheap am not saying it's wrong but in contrast to the atmosphere in ladhak this is toxic
- Lot of fraud, scams and theives. Police are very very corrupt
- Transportation is pathetic. Ladhak you don't feel it both because local movement is easy as leh is small and things needed are available within a walking distance. Pros:
- Closer to many important Indian cities and accessible by train. So transportation to Goa is cheaper

Depends on the type of person. I've been to both with my friends. Personally I'm kinda of a adventurous and nature kind of guy, so I enjoyed Ladakh a lot.
Some of my friends not so much. These guys had never been to Northern India so they were really irritated by the cold
On the other hand these friends of mine really enjoyed drinking and partying in Goa.
So I would say it totally depends on the type of person you are

That angle is there. Might have reinforced my biasness. But even then, Goa's atmosphere screams fleecing and loot. I mean in that respect contrast is massive

Comparing apples with oranges.

Goa is nice too, won't get scammed if utilised common sense. There are some bad actors as it's highly commercialized. But Public transport exists in Goa, Self Drive Rentals are available, Lots of activities available extra from alcohol and sex. Police is "cooperative" for mistakes saw them let go some foreigners who were unknowningly smoking joints at a beach, they didn't knew it was illegal and someone sold to them there only.
Ladakh public transport is non existent, and Asking ₹15000 per day for an Innova is the real scam mandated by taxi union with unavailability self drive rentals, and social angst against out of state vehicles (our friendly car rental guy based out of Chandigarh, told we don't rent to people going to ladakh because locals tend to damage other commercial plates, this same guy rented us car to go to spiti which are arguably crazier roads)
It's not direct comparison but among cold mountain regions, I've had far better "experience" in Spiti Valley against Ladakh. It's also less "touristy" as leh has airport, kaza doesn't.

TLDR ladakh has this UNCONSTITUTIONAL rule of only allowing vehicles registered on drivers name out out leh town.
It's was a downer felt like they don't want us there.
