Upload resume and check the last refresh date of skill profile. I have faced same issue. I think Monthly they are refreshing the skill profile, next month it should show 100%. Apart from resume upload, check all the skills and update last used date and expected proficiency, update accordingly and get it approved from HCM supervisor.

Update resume and add skills in MySkills. If it doesn't work, go to MySkills and update the skills by clicking the save and submit button. This will help and also do remember skill profile in go perform will get reflected only once in a month or 2. It will not get refreshed automatically or within a day or week.
