Yes, the reason is that in the last 75+ years, Gandhi has become India's biggest ambassador thanks to the propaganda machinery. You cannot change things like these overnight and more considering that it is more of an internal matter and needs careful treading outside. Unlike some people who make sure to announce the murder of democracy whenever they are outside the nation.

As for propaganda without internet and social media? Propaganda is not limited to just these two things. When there was no social media and internet, there was print media, books, courses, curriculum, street names, stadiums, policies etc all plastered with his name. And no one to counter for a lot many years unill after the power dynamics started changing. What are you even talking about?
