From when will the 50% basic pay be implemented?

Will corporates wait for state specific rules or are they going to publish a revised compensation letter soon.

I think these new rules are Labour laws. And IT employees comes under Shop establishmet rules. So not sure if IT employees basic pay is going to be upward towards 50%
