It depends from one company to the other. Ideally, Founder's office/Chief of Staff are really high impact role. So are program management roles as well.

Yes, there can be fluke roles as well, just like any other roles, be it SDE or PM, etc.

Yes, some companies do hire for these roles and make them do an admin role.

Depends on what they pay. If they hire freshers and pay peanuts, its mostly an EA role. If they hire 3-5 yrs exp, tier 1 grads and pay 50L or more, obviously they make you do high value work..
