I have also shared my personal opinion at the end. You may have a different outlook on this matter altogether.

According to information found on Facebook, militants were shooting in Pahalgaon knowing their religious affiliation. I also saw a local Muslim in the list of dead in Pahalgaon that was circulating on the same Facebook. Although it is somewhat difficult to reconcile the two facts, it cannot be said to be impossible. In another video, I saw local Muslims marching against this murder by lighting torches. Again, according to a tourist found on Facebook who was near the attack, there was no police or military anywhere. I was fairly certain about this information even after reading the newspaper.
Three parties are directly involved in this whole incident. One, those who are victims, meaning those on whom this atrocity is being committed. Two, those who are the assailants. And three, those who have been deployed to stop these things, such as the police, BSF, intelligence department.
Now the first party can no longer be held responsible. However, the second party is certainly directly responsible. But just because of that, the third party cannot be given a clean chit. Even if I hire armed security guards to guard my house, if there is a robbery or theft at my house, not only the thief or robber is held responsible for the robbery or theft, but also the responsibility for the negligence of the security guard's duties will be raised.
Now let's talk about the terrorists. The Muslim terrorists know very well that in this incident, the ordinary peace-loving Muslims will be the victims of the distrust and hatred of the majority Hindus, and the majority who are not among these Hindus and Muslims will also think about the need for leaders like Modi-Yogi. The condition of the ordinary Muslims will be even worse. They will be the victims of discrimination, anger will arise in their minds. The BJP will definitely benefit the most politically from this incident. And the fact that there was almost no security in Pahalgaon at the time of the incident certainly points to a deep conspiracy. That is exactly what happened in Pulwama. No one knows how far the investigation into Pulwama has progressed. If the general majority of Hindus hate Muslims wholesale, what more can BJP ask for?
Now let's come to Islam. What is there in their scriptures that only they can be 'manipulated' around the world to carry out terrorism in the name of religion? Be it Hindu, Christian, Buddhist, why is it only Islam that is in total conflict with all other religions? It is true that the Western world incites them to terrorism to maintain their arms market. But we must also think about why this incitement can be given only to Muslims and not to people of other religions? As long as ordinary Muslims try to find the reasons for it and eliminate it, there is no way to stop these things. Of course, eliminating those reasons means challenging Islam itself, challenging their Muslimness.
Personal opinion : I think this issue is not as simple or straightforward as it appears to be. This could be done to divert attention, for the time being, from some other bigger motive (not trying to promote any conspiracy theory). Also, I have been to Kashmir before, and the public spaces were always heavily guarded, specially Pahalgam, which falls under the Anantnag district, where various militant attacks have happened before. And, as per the news, the security forces arrived much later. The forces cannot take any decision without orders from the Senior authorities. Maybe, the confrontation was avoided to not increase the casualties further. I know this is a very unfortunate event, but I think we shouldn't lose our minds in the heat of the moment and take drastic steps which could backfire on us. Any step needed, will be taken care of by the defence ministry.
The main issue is, this ordinary peace loving muslims don't come on streets in number to condemn radicalism, but gather in thousands for radicalist like Burhan Wani and Yakub menon
If it was in reverse this peace loving ordinary muslims will not face any issue
True, I think if the innocent ones don't show any condemnation, their entire comminity all over the world will always be perceived as supporters.
There's a popular saying from some famous country (that I don't remember) which says if the spectators don't speak up against any atrocity, they are also taking part in the act and when the perpetrators come for them at the end, no one is left to support them and they end up with the same fate.

Nothing to do with anything except the fact who has access to guns and is able to use them.
True, the access to guns should have been monitored.....but it can be difficult to do so in areas of unrest. Moreover, some locals were also involved which made things easier for the assailants.
