For final anniversary manager is not setting the goals HR is repeatedly pinging me for that . My manager is not responding. What to do ?

You can set one or two tasks by yourself, even I did it for example, timesheet compliance. And just comment in that goal, my manager told me to do this as they would be setting the goals much later.

No, no HR is saying your non-Complaint then you need to do what I just said, but if HR is asking you to submit it, then you need to reach out to your manager only then no other option just ping him continuously
