Finding Opportunities

Hello Grapevine folks I am currently in my 4th year preparing for my placement. I am working for both on campus and off campus. For off-campus everyone talks about referrals.

So should I message people(HRs and SDE) on LinkedIn for interview opportunity or referrals only work when the opportunity is already listed on career page or LinkedIn jobs.
