Final anniversary and Band distribution

I recieved my final anniversary increment letter this month. Now I am getting mail for annual anniversary from some hr. I asked the hr they said to raise project end anniversary from Jan to march in speed portal. I confirmed with my manager but instead manager started giving me random answers don't raise in speed it will cause issue I might have to give bad rating this and that. More than that manager is saying final anniversary ipf rating is given by hr. What should I do?
