False promise by manager and HR

Hello , can anyone tell me how can I take action against them . I have mail in which they are agreed on something and now they are denying ?

I wanted to raise this issue at the higher level and everything I have on mail

Document your emails and escalate to higher management. Use formal grievance channels if needed. Be persistent but cautious.

It is common across unit and I have also received some false promise later denied and later given m d band rating if I escalated the issue
