False commitments

I have 14 years of experience and currently have a CTC of 12 LPA. I joined my current project two years ago with the understanding that there would be opportunities for onsite travel and promotion after a year. Despite my full efforts in stabilizing the project, these commitments are now being delayed due to ‘budget reasons.’ I’ve stayed committed without requesting a release, hoping the promises would be fulfilled. At this point, I’m unsure how to proceed. Can I reach out to higher management at ISU level ?
