Yea, you can if you're a critical resource.
It’s a toss of coin. One of my acquaintances did it . He didn’t have offered in hand. Manager didn’t have retention budget. Being on notice period he was distracted client removed him from project moment they knew he was on notice period. So now manager has no reason to accept his resignation withdrawal!!!
But if you are doing good in your project you can resign, look for opportunities negotiate for hikes . If you don’t get one pull back 1 month before last date. But make sure you are working still as hard.
