Does it happen to anyone recently that company leadership made fake promises during your notice period to stop you from going and didn't fulfill those once you take resign back ?

Even I had recording, email confirmation but when I didn't receive what was promised, had a call with Director, HR and Unit head and it was heated one, person who promised told me " so what, it's not entitlement" so gist is once put papers don't look back and move on. Managers in Sevice based companies are sick.
