Exit formalities

In Jio has anyone faced a situation where the relieving/acceptance letter is held by the manager and they threaten you to hand over your tasks, without which the acceptance letter will not be provided.

I m facing something of this sort in my current role, and wanted to have some clarity on it, dont know who to ask.
