Essential tools are considered as Non Medical expenses

Does anyone has come across this ? Items mentioned below that are used as part of appendicectomy surgery were considered as Non medical expenses and was not paid during claim settlement, As far as I researched these are considered as medical expenses only,please help with the inputs

1. 16- Harmonic Handpiece(ETHICON)
2. 16- Harmonic ACE ERGONOMIC 36CMS(J ANDJ)
