EPFO Advance claim -Construction of house

Under construction of house advance,i claimed but rejected due to insufficient employee share,i have less than 100rs as employee share,but employer share is 1lakh ,as per para details construction of house is employee+employer share right ,why it is getting rejected,can anyone explain.
