Elevate incentive paused

My elevate incentive is paused due to the C band from this month. Haven't received any compensation letter yet elevate incentive is removed from my salary of this month. I have raised the band's disagreement in Ultimatix but no action has been taken on it yet. I have already told my manager and reviewer regarding this, that if I received a C band my incentive will be paused. Still they have given a C band. Where can I raise my concern in this situation?
