If this is your first rating then its by default 3. Mine was also same.if you are eligible then you will get promoted

Okay, thanks. Also I will complete 2 years in March. Also I did.training for 3-4 months before joining cognizant full time.Based on this rating, when can I expect to be associate?

It's pretty normal. Rarely anyone get above 3 in their first rating.
