Early release from tcs

I have approval from manager for early release, she is telling that she’s ok from her side to give approval to HR that she’s good to release. But HR usually doesn’t release even if there is no requirement is what I learned from manager, what solid reason can I give HR that she can agree to release me early? And how should I take this forward?
