Honestly it's not HR's decision I believe, they're just the mediator Most decisions are taken by the respective business unit head or the person who raised the demand of the resource.

No in my case first from HR Shwetank mentioned one tech round then she called me and told she will be releasing an offer,then next day she called me and told me again one more tech will be there..so i have the second round as well.

Then she discussed the salary package. After days i called her and she told me she is Waiting for a managerial approval then she will be releasing an offer letter in 2 days..i waited for a week..

Now 2 days before she told me the position is on hold.
